Sec. 6. In the opinion of the General Assembly an emergency exists; therefore, this Act shall take effect and be in force from and after its passage. Approved April 9th, 1907. CHAPTER 3. There is hereby appropriated out of any money in the State Treasury belonging to the Internal Improvement Fund, or out of any moneys that may come into said fund, the sum of fifteen thousand dollars ($15000) for the purpose of construction, or aiding in the construction of a driveway or boulevard from the south side of the limits of the City and County of Denver to the mouth of the Platte Canon, as the same may be located, surveyed and constructed under the supervision, control and management of the Board hereinafter created in Section 2 of this Act.
